
PORT ANGELES – Formal charges have now been filed in the death of a Port Angeles woman this past weekend.
Yesterday, 26-year-old Marquise Hagans-Moore was officially charged with second-degree murder. Hagans-Moore is accused of killing 51-year-old Rebecca Rule-Cowles, who was found dead from gunshot wounds at their shared home on Whidby Avenue.
Hagans-Moore is being held in Clallam County Jail on $500,000 bail. Prosecutors added firearm and domestic violence enhancements, which could extend his sentence by five years if convicted. He faces a maximum penalty of life in prison.
According to police reports, Hagans-Moore admitted to shooting Rule-Cowles after an argument early Saturday. He then drove to Tacoma, taking two juveniles with him, before turning himself in to Pierce County authorities. Officers noted blood on his shoes when he arrived.
Hagans-Moore will remain shackled during court proceedings due to concerns about his mental state and potential harm to others. A competency evaluation is scheduled for Oct. 15.
