PORT ANGELES — A 26-year-old man has been arrested in connection with the murder of a woman found dead in her Port Angeles home on Saturday.
Marquise Gregory Hagans-Moore was taken into custody in Tacoma and transported to Clallam County, where he faces charges of second-degree murder with domestic violence and firearm enhancements. The victim has been identified as Rebecca Rule-Cowles.
Police discovered Rule-Cowles’ body during a welfare check at her home in the 300 block of East Whidby Avenue. A handgun was found near the scene.
Hagans-Moore appeared in court Monday, where his bail was set at $500,000. Prosecutors argued for the high bail, citing his history of violating domestic violence protection orders and the presence of two potential juvenile witnesses. Although Hagans-Moore has no prior convictions, authorities noted his threatening behavior while in custody.
Concerns over his behavior have led to Hagans-Moore being shackled for court appearances, and a psychiatric evaluation has been ordered.
The investigation, with assistance from the Washington State Patrol Crime Scene Response Team, is ongoing. Authorities urge anyone with information to contact Port Angeles police.
